Bangladesh: A national inquiry panel formed to investigate the BDR mutiny has alleged direct political links to the massacre and claimed that strong evidence points to involvement of external actors. 

The findings were submitted today to Chief Adviser Professor Muhammad Yunus at the state guesthouse Jamuna, according to a statement from the Chief Adviser’s Press Wing.

The report was handed over by the chairman of the National Independent Investigation Commission, Major General (retd) ALM Fazlur Rahman, along with other members.

Key Allegations

Major General (retd) Mohammad Jahangir Kabir Talukder, while briefing on the report, said the killings inside Pilkhana were not spontaneous but “systematically planned.” 

He identified Sheikh Fazle Noor Taposh—then a Member of Parliament—as the “chief coordinator” of the operation.

He further alleged that the attack took place with the “green signal” from the then–prime minister Sheikh Hasina. 

According to him, Awami League activists initially entered Pilkhana with a group of 20–25 people but later left with over 200, suggesting an organized effort to shield those involved.

The commission concluded that responsibility for the failure extended from the head of government to the army chief, police, Rab, and intelligence agencies, terming it a comprehensive “institutional breakdown.”

Other Observations

The report criticized the role of certain media outlets and journalists during and after the mutiny.

It also noted that records of BDR personnel who met Sheikh Hasina at Jamuna (the prime minister’s residence at the time) were not properly documented. 

The panel made a number of recommendations to prevent such national tragedies in the future and to ensure justice for the victims’ families.

Members of the commission included Brigadier General (retd) Md Saidur Rahman Bir Pratik, Joint Secretary (retd) Munshi Alauddin Al Azad, DIG (retd) Dr M Akbar Ali, Dhaka University Associate Professor Md Shariful Islam, and Jagannath University Assistant Professor Md Shahnewaz Khan Chandan.

Reactions

Chief Adviser Muhammad Yunus said the nation had lived with “years of unanswered questions” about the Pilkhana tragedy and praised the commission for its work. 

He said its findings would help reveal truths long hidden and serve future generations.

Commission chairman Fazlur Rahman stated that the investigation was conducted with “the highest level of neutrality and professional care,” adding that many individuals connected to the mutiny had already fled the country.

“We examined witnesses for hours, reviewed earlier inquiry reports, and collected every possible piece of evidence,” he said.

National Security Adviser Dr Khalilur Rahman, the chief adviser’s special assistant for defence and national unity Lt General (retd) Abdul Hafiz, and Home Secretary Nasimul Gani were present during the report handover.

বিডিআর হত্যা ‘অনুমোদন’ দিয়েছিলেন হাসিনা, ‘মূল সমন্বয়ক’ তাপস: তদন্ত কমিশন

বিডিআর বিদ্রোহে সংঘটিত হত্যাকাণ্ডের তদন্তে গঠিত জাতীয় স্বাধীন তদন্ত কমিশন ঘটনাটির পেছনে তৎকালীন শাসক দল আওয়ামী লীগের সরাসরি জড়িত থাকার অভিযোগ এনেছে। কমিশন বলছে, বিদ্রোহে বাহ্যিক শক্তির সংশ্লিষ্টতারও শক্ত প্রমাণ তারা পেয়েছে।

রবিবার রাষ্ট্র অতিথি ভবন যমুনায় প্রধান উপদেষ্টা অধ্যাপক মুহাম্মদ ইউনুসের কাছে চূড়ান্ত প্রতিবেদনটি জমা দেওয়া হয়। এই তথ্য প্রধান উপদেষ্টার প্রেস উইং থেকে পাঠানো এক বিজ্ঞপ্তিতে জানানো হয়।

কমিশনের চেয়ারম্যান মেজর জেনারেল (অব.) এ এল এম ফজলুর রহমান এবং অন্যান্য সদস্যরা প্রতিবেদন হস্তান্তর করেন।

মূল অভিযোগসমূহ

প্রতিবেদনের সারসংক্ষেপ তুলে ধরে মেজর জেনারেল (অব.) মোহাম্মদ জাহাঙ্গীর কবীর তালুকদার বলেন, পিলখানায় ঘটনার পরিকল্পনা আগে থেকেই সুপরিকল্পিতভাবে করা হয়েছিল। তাঁর দাবি, তৎকালীন সাংসদ শেখ ফজলে নূর তাপস ছিলেন ‘মূল সমন্বয়ক’।

তিনি আরও বলেন, তৎকালীন প্রধানমন্ত্রী শেখ হাসিনার “গ্রিন সিগন্যাল” পেয়েই এই হত্যাকাণ্ড সংঘটিত হয়। 

তাঁর ভাষায়, আওয়ামী লীগ নেতাকর্মীরা প্রথমে ২০–২৫ জনের একটি দল নিয়ে পিলখানায় প্রবেশ করলেও বেরিয়ে যায় ২০০ জনের বেশি মানুষ নিয়ে—যা সংশ্লিষ্টদের রক্ষা করার প্রচেষ্টার ইঙ্গিত দেয়।

কমিশনের মতে, প্রধানমন্ত্রীর কার্যালয় থেকে শুরু করে সেনাপ্রধান, পুলিশ, র‍্যাব এবং গোয়েন্দা সংস্থাগুলোর সমন্বয়হীনতা এবং ব্যর্থতা এই ঘটনার দায়ভার বহন করে।

অন্যান্য পর্যবেক্ষণ

কিছু গণমাধ্যম এবং সাংবাদিকদের ভূমিকাও কমিশন সমালোচনা করেছে।

প্রতিবেদনে উল্লেখ করা হয় যে, বিদ্রোহের সময় শেখ হাসিনার সঙ্গে যমুনায় (তৎকালীন প্রধানমন্ত্রীর বাসভবন) দেখা করতে যেসব বিডিআর সদস্য গিয়েছিলেন, তাদের রেকর্ড সঠিকভাবে সংরক্ষণ করা হয়নি। ভবিষ্যতে এমন ঘটনা রোধ এবং নিহতদের ন্যায়বিচার নিশ্চিত করতে কমিশন একাধিক সুপারিশ তুলে ধরেছে।

কমিশনে ছিলেন ব্রিগেডিয়ার জেনারেল (অব.) মো. সাইদুর রহমান বীর প্রতীক, যুগ্ম সচিব (অব.) মুনসি আলাউদ্দিন আল আজাদ, ডিআইজি (অব.) ড. এম আকবর আলী, ঢাকা বিশ্ববিদ্যালয়ের সহযোগী অধ্যাপক মো. শরিফুল ইসলাম এবং জগন্নাথ বিশ্ববিদ্যালয়ের সহকারী অধ্যাপক মো. শাহনেওয়াজ খান চন্দন।

প্রতিক্রিয়া

প্রতিবেদন গ্রহণ শেষে প্রধান উপদেষ্টা অধ্যাপক মুহাম্মদ ইউনুস বলেন, “বিডিআর হত্যাকাণ্ড নিয়ে জাতি দীর্ঘদিন ধরে অন্ধকারে ছিল। আপনাদের কাজ ইতিহাসে স্মরণীয় হয়ে থাকবে।” তিনি জানান, এই প্রতিবেদন দীর্ঘদিনের জিজ্ঞাসার উত্তর দেবে এবং ভবিষ্যৎ প্রজন্মের জন্য গুরুত্বপূর্ণ দলিল হয়ে থাকবে।

কমিশনের চেয়ারম্যান ফজলুর রহমান বলেন, সর্বোচ্চ পেশাদারিত্ব ও নিরপেক্ষতা বজায় রেখে তদন্ত সম্পন্ন করা হয়েছে। তিনি জানান, বিদ্রোহে জড়িত অনেক ব্যক্তি ইতোমধ্যে দেশ ছেড়ে পালিয়েছেন।

“আমরা সাক্ষীদের ঘণ্টার পর ঘণ্টা জিজ্ঞাসাবাদ করেছি, আগের তদন্তের নথিপত্র পর্যালোচনা করেছি এবং সব ধরনের তথ্য সংগ্রহ করেছি,” তিনি বলেন।

প্রতিবেদন হস্তান্তরের সময় জাতীয় নিরাপত্তা উপদেষ্টা ড. খলিলুর রহমান, প্রতিরক্ষা ও জাতীয় সংহতি বিষয়ক প্রধান উপদেষ্টার বিশেষ সহকারী লেফটেন্যান্ট জেনারেল (অব.) আব্দুল হাফিজ এবং স্বরাষ্ট্র সচিব নাসিমুল গনি উপস্থিত ছিলেন।
