China and Pakistan Propose Five-Point Peace Plan for Middle East Stability

China and Pakistan Propose Five-Point Peace Plan for Middle East Stability

BEIJING – In a significant diplomatic move aimed at de-escalating regional tensions, China and Pakistan have jointly unveiled a five-point initiative to restore peace and stability across the Gulf and Middle East.

The proposal was finalized on Tuesday during high-level discussions in Beijing between Chinese Foreign Minister Wang Yi and Pakistani Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar. As reported by the Xinhua News Agency, both nations emphasized the urgent need for a diplomatic breakthrough to prevent the current regional volatility from spiraling into a broader conflict.

The initiative outlines a comprehensive framework for de-escalation, focusing on the following core pillars:

    1. Immediate Ceasefire and Humanitarian Access

The two nations called for an instantaneous end to all hostilities. They urged the international community to exert maximum effort to contain the conflict and demanded that humanitarian aid be granted unimpeded access to all populations affected by the war.

    2. Prioritizing Diplomacy and Sovereignty

The initiative asserts that dialogue is the only sustainable path to peace. It calls for the swift commencement of peace talks while stressing that the sovereignty and territorial integrity of Iran and various Gulf states must be respected. Crucially, the plan asks all involved parties to renounce the use of force—or the threat thereof—while negotiations are underway.

    3. Protection of Civilians and Infrastructure

China and Pakistan issued a stern call for the cessation of attacks on non-military targets. This includes a strict adherence to International Humanitarian Law to protect:

    • Civilians and residential areas.

    • Energy and utility facilities, such as desalination and power plants.

    • Peaceful nuclear infrastructure, including nuclear power stations.

    4. Safeguarding Global Shipping Lanes

Recognizing the economic importance of the Strait of Hormuz, the proposal emphasizes the security of vital shipping routes. The initiative calls for the protection of crews and vessels currently stranded in the region and advocates for the immediate restoration of normal commercial maritime traffic.

    5. Adherence to the UN Charter

Finally, the two countries reaffirmed their commitment to "true multilateralism." They proposed the creation of a comprehensive peace framework rooted in the principles of the United Nations Charter, urging all global stakeholders to support an agreement that ensures long-term regional security through international law.

The meeting between Wang and Dar underscores the strengthening strategic partnership between Beijing and Islamabad as they seek to position themselves as mediators in one of the world's most volatile regions.

The following is a breakdown of the joint peace initiative proposed by China and Pakistan on March 31, 2026.

    The Five-Point Initiative

China and Pakistan introduced these points during talks in Beijing to address the escalating conflict in the Gulf and Middle East:

    1. Immediate Cessation of Hostilities: An urgent call for an end to military actions and maximum restraint to prevent the conflict from spreading further. It emphasizes that humanitarian aid must be allowed into all war-affected areas.

    2. Swift Commencement of Peace Talks: Diplomacy is presented as the only viable solution. The initiative supports talks that respect the sovereignty and territorial integrity of Iran and Gulf states, with a commitment from all parties to refrain from using force during negotiations.

    3. Security of Non-Military Targets: A demand to stop attacks on civilians and vital infrastructure. This specifically includes protecting energy facilities, desalination plants, power grids, and peaceful nuclear infrastructure like nuclear power plants.

    4. Protection of Shipping Lanes: Focuses on the Strait of Hormuz as a critical global energy and trade artery. The plan calls for the safety of ships and crews and the immediate restoration of normal commercial navigation.

    5. Primacy of the UN Charter: A push for "true multilateralism" by strengthening the role of the United Nations. It advocates for a comprehensive peace framework based on international law and the principles of the UN Charter.

    Summary Highlights

According to reports from Xinhua, the key takeaways from this diplomatic effort are:

    • Humanitarian Focus: Prioritizes the "protection of civilians" and the delivery of aid as immediate necessities.

    • Infrastructure Safeguards: Uniquely emphasizes the protection of "peaceful nuclear" and "desalination" facilities, highlighting the region's specific environmental and energy vulnerabilities.

    • Economic Stability: Directly addresses the threat to global energy markets by calling for the securing of the Strait of Hormuz.

    • Sovereignty First: Explicitly mentions the need to safeguard the national independence and security of Iran and the Gulf states.

    • Diplomatic Partnership: Represents a unified front between Beijing and Islamabad, positioning them as key mediators in the "all-weather strategic cooperative partnership."
