Khulna Needs Long-Term Climate Action Framework -জলবায়ু পরিবর্তনের ক্ষতি মোকাবিলায় দীর্ঘমেয়াদি কাঠামোর দাবি
Khulna, Bangladesh: Experts at a workshop have called for a long-term economic and social development framework to combat the worsening impacts of climate change in the southwestern region of Bangladesh.
Speakers noted that wealthy nations bear significant responsibility for the global climate crisis, while Bangladesh—particularly its southwest coastal belt—remains among the world’s most disaster-prone areas due to geographical and environmental vulnerabilities.
This was said at a workshop organised by Jagrata Juba Shangha (JJS) at the CSS Ava Center under Sadar Thana in Khulna, with the participation of coastal adolescents, civil society members, academics, NGO representatives, and journalists. on November 26. The event was supported by the Climate Justice Resilience Fund (CJRF).
It was warned that climate change is intensifying the frequency and severity of disasters, threatening lives, livelihoods, and local ecosystems. Each year, a growing number of families fall into ultra-poverty as cyclones, storms, tidal surges, droughts, river erosion and water-logging continue to devastate the region.
Participants said climate change has already left a deep impact on the coastal belt, where such disasters have become routine. Rising sea levels and increasing salinity pose further risks, including the death of large, centuries-old trees in the Sundarbans—the world’s largest mangrove forest.
Speakers also highlighted issues related to global warming, loss and damage, and the urgent need for safe water and sanitation systems at local, national, and global levels.
They expressed concern over living conditions in coastal urban slums, where adolescents and children face hardship. Economic stress has also intensified the prevalence of early marriage, particularly affecting teenage girls.
Saziya Afrin Siddiqee, Program Officer at the Department of Women Affairs, Khulna, attended as the chief guest. ATM Zakir Hossain, Executive Director of JJS, presided over the programme. Prof Md Mostafizur Rahman of Khulna University, Prof Dr Md Nazmul Haque of KUET, and Dr Anjum Tasnuva, Associate Professor of KUET’s Institute of Disaster Management, were present as special guests.
Md Sohel Rana, Research and Learning Coordinator of JJS, presented an overview of non-economic losses and shared insights from migrant communities, particularly focusing on women and youth.

খুলনা, বাংলাদেশ: দেশের দক্ষিণ-পশ্চিম উপকূলীয় অঞ্চলে জলবায়ু পরিবর্তনের ক্রমবর্ধমান প্রভাব মোকাবিলায় দীর্ঘমেয়াদি অর্থনৈতিক ও সামাজিক উন্নয়ন কাঠামো প্রণয়নের আহ্বান জানিয়েছেন বিশেষজ্ঞরা।
বিশেষজ্ঞরা বলেন, বৈশ্বিক জলবায়ু সংকটের জন্য ধনী দেশগুলো বড় ধরনের দায় বহন করলেও ভৌগোলিক ও প্রাকৃতিক কারণে বাংলাদেশ—বিশেষ করে এর দক্ষিণ-পশ্চিম উপকূলীয় অঞ্চল—বিশ্বের অন্যতম দুর্যোগপ্রবণ এলাকা হিসেবে রয়ে গেছে।
এই মতামত ব্যক্ত করা হয় ২৬ নভেম্বর খুলনার সদর থানার CSS আড়া সেন্টারে অনুষ্ঠিত এক কর্মশালায়, যা আয়োজন করে খুলনাভিত্তিক সংগঠন জাগ্রতা যুব সংস্থা (JJS)। কর্মশালায় অংশ নেন উপকূলীয় অঞ্চলের কিশোর-কিশোরী, সুশীল সমাজ প্রতিনিধি, শিক্ষাবিদ, বিভিন্ন এনজিও প্রতিনিধি ও সাংবাদিকরা। কর্মশালাটি সহায়তা করে ক্লাইমেট জাস্টিস রেজিলিয়েন্স ফান্ড (CJRF)।
বক্তারা বলেন, জলবায়ু পরিবর্তনের ফলে দুর্যোগের ঘনত্ব ও তীব্রতা বেড়ে চলেছে, যা মানুষের জীবন, জীবিকা ও পরিবেশকে হুমকির মুখে ফেলছে। প্রতি বছর ঘূর্ণিঝড়, ঝড়, জলোচ্ছ্বাস, খরা, নদীভাঙন ও জলাবদ্ধতার মতো দুর্যোগে অসংখ্য পরিবার চরম দারিদ্র্যের দিকে চলে যাচ্ছে।
অংশগ্রহণকারীরা জানান, উপকূলীয় অঞ্চলে জলবায়ু পরিবর্তনের নেতিবাচক প্রভাব এখন নিয়মিত দুর্যোগের রূপ নিয়েছে। সমুদ্রপৃষ্ঠের উচ্চতা বৃদ্ধি ও লবণাক্ততার বিস্তার নতুন হুমকি তৈরি করছে, যার কারণে বিশ্বে বৃহত্তম ম্যানগ্রোভ বন সুন্দরবনের অনেক বড় ও পুরনো গাছ মারা যাচ্ছে।
বক্তারা বৈশ্বিক উষ্ণায়ন, ‘লস অ্যান্ড ড্যামেজ’, নিরাপদ পানি ও স্যানিটেশনসহ স্থানীয়, জাতীয় এবং বৈশ্বিক পর্যায়ে জরুরি পদক্ষেপের প্রয়োজনীয়তা তুলে ধরেন।
তারা আরও জানান, উপকূলীয় শহুরে বস্তিগুলোতে কিশোর-কিশোরী ও শিশুদের জীবন অত্যন্ত দুর্বিষহ। অর্থনৈতিক সংকটের কারণে এলাকাটিতে অল্পবয়সে বিয়ের প্রবণতা বেড়েছে, যা বিশেষ করে কিশোরী মেয়েদের জন্য দীর্ঘমেয়াদি ঝুঁকি তৈরি করছে।
